The nation of the Home Authorities seems to

have stopped to a very great extent the smuggling of opium, morphia &c. Opium is now chiefly smuggled from India, Haiphong and Kwong Chow Wan.

I agree with the Capt. Supt. of Police. No seizures have been made for a long time of any opium, cocaine or morphia which could probably have come from United Kingdom. The cocaine and morphia business is said to have been diverted to Japan, which received supplies viê Siberia.

I have lately had information that opium has been exported from United Kingdom to const ports in China viê Hongkong, in small quantities as powdered opium (Pulo-Thebaici). Any suspicionssonses will be examined in future.

A Chinese letter intercepted in the Post Office lately, posted in Hongkong for Canton, shows that Leung Loi-ting and Wong King, mentioned in this file, hove raised money to start business in opium again, and mention is made of "Foreig Stuff" which may be morphin.
